Donna Newcomer, Ed.D

Donna Newcomer moved to Cambridge, Maryland after retiring in October 2018 from Hagerstown, Maryland concluding a 40-year diverse career in public schools and higher education.  Prior to moving into administrative roles, she was an early childhood/elementary teacher in Washington County Public Schools located in Western Maryland.  As her career progressed, she advanced into various positions including supervisor of professional development, Maryland State Department of Education Certification Specialist, elementary principal, and executive director of human resources for Washington County Public Schools.  In addition to her career, Donna actively served or chaired numerous non-profit organizations, including President of Longmeadow Rotary, Leadership Washington County, President of Washington County Arts Council, Interim Director of United Way of Washington County, C&O Canal Trust Advisory Board, and a Governor appointment to the Professional Standards and Teacher Education Board (PSTEB). She currently serves on Choptank Arts and Cultural Exchange (CACE) Board in in Dorchester County and the Dorchester County Friends of the Library.  Donna holds a bachelor’s degree in education from Hood College, a master’s degree in curriculum and instruction from West Virginia University, administrative certification from McDaniel College, and a doctorate degree in leadership and organizational development from Duquesne University.
